When is a certificate of marriage counseling legally required?

The law rigidly and strictly mandates mandatory marriage counseling in highly specific critical situations involving younger targeted couples. In all specific cases where formal parental consent or formal parental advice is legally needed, the parties concerned must absolutely attach a counseling certificate. This vitally essential certificate must be formally officially issued by an authorized priest, minister, or a duly accredited professional marriage counselor. Complete legal failure to properly attach said certificate shall strictly suspend the regular issuance of the marriage license, as declared in Article 17 Family Code of the Philippines. “Art. 17. In cases where parental consent or parental advice is needed, the party or parties concerned shall, in addition to the requirements of the preceding articles, attach a certificate issued by a priest, imam or minister authorized to solemnize marriage… or a marriage counselor duly accredited by the proper government agency to the effect that the contracting parties have undergone marriage counseling.” 31-Jul-26
