What must contracting parties between the ages of twenty-one and twenty-five seek before marriage?

Individuals strictly aged twenty-one to twenty-five are completely no longer required to get formal parental consent, but they absolutely must seek parental advice. Any designated contracting party specifically between the precise age of twenty-one and twenty-five shall be strictly obliged to explicitly ask their parents for advice.
