When can the President compel the compulsory training of apprentices?

While apprenticeship is generally voluntary, the state retains the sovereign power to compel it during critical national situations. The President of the Philippines may legally require compulsory training of apprentices when national security or particular requirements of economic development demand it. This compulsory training is strictly targeted at certain trades, occupations, jobs, or employment levels where a shortage of trained manpower is deemed critical. This specific executive power to mandate training is granted by Article 70 Labor Code of the Philippines. “(b) When national security or particular requirements of economic development so demand, the President of the Philippines may require compulsory training of apprentices in certain trades, occupations, jobs or employment levels where shortage of trained manpower is deemed critical as determined by the Secretary of Labor and Employment…” 31-May-26
