What is required of private companies that heavily utilize the services of foreign technicians?

The law seeks to actively ensure that local workers eventually acquire the specialized skills currently possessed by foreign experts. Therefore, private companies cannot rely indefinitely on foreign technicians without directly contributing to local skills development. Where the services of foreign technicians are utilized by private companies in apprenticeable trades, a specific training obligation arises. These companies are strictly required by law to set up appropriate apprenticeship programs, as mandated by Article 70 Labor Code of the Philippines. “(c) Where services of foreign technicians are utilized by private companies in apprenticeable trades, said companies are required to set up appropriate apprenticeship programs.” 31-May-26
