The state highly encourages the development of skilled manpower but respects the operational autonomy of private business enterprises. Generally, businesses are not forced by the government to establish these comprehensive training schemes for apprentices. The organization of an apprenticeship program is legally classified as primarily a voluntary undertaking by participating employers. This foundational principle of voluntary participation in skills development is explicitly stated in Article 70 Labor Code of the Philippines. “ART. 70. Voluntary Organization of Apprenticeship Programs; Exemptions. – (a) The organization of apprenticeship program shall be primarily a voluntary undertaking by employers;” 31-May-26
