What responsibilities does Congress have concerning forest lands and national parks?

Congress is mandated to determine by law the specific limits of the country’s forest lands and national parks. They must ensure that the boundaries of these protected areas are clearly marked on the ground. Once these limits are established, the forest lands and national parks must be strictly conserved. They may not be increased or diminished except by another law, as stipulated in Article XII, Section 4, 1987 Philippine Constitution. “The Congress shall, as soon as possible, determine by law the specific limits of forest lands and national parks, marking clearly their boundaries on the ground. Thereafter, such forest lands and national parks shall be conserved and may not be increased nor diminished, except by law.” 22-Mar-26
