What is the Supreme Court’s role in reviewing martial law?

The judiciary provides a legal check on the President’s declaration of martial law. Any citizen can file a proceeding to challenge the factual basis of the proclamation. The Supreme Court must review the case and issue a decision within thirty days. This ensures that the proclamation is grounded in actual necessity and facts. Article VII Section 18 1987 Philippine Constitution   “The Supreme Court may review, in an appropriate proceeding filed by any citizen, the sufficiency of the factual basis of the proclamation of martial law… and must promulgate its decision thereon within thirty days…”   03-Feb-26
