Can Congress revoke a proclamation of martial law?

  The legislative branch has the authority to check the President’s use of emergency powers. Congress, voting jointly, can revoke a proclamation of martial law by a majority vote of its members. If Congress chooses to revoke it, the President cannot set that decision aside. This serves as a vital democratic safeguard against the misuse of military authority. Article VII Section 18 1987 Philippine Constitution   “The Congress, voting jointly, by a vote of at least a majority of all its Members in regular or special session, may revoke such proclamation or suspension, which revocation shall not be set aside by the President.”   03-Feb-26
