What is the President’s duty to Congress after proclaiming martial law?

  Once a state of martial law is declared, the President must immediately report to the legislature. This report must be submitted within forty-eight hours of the proclamation. The President may deliver the report in person or in written form. Congress then has the power to review and potentially revoke the President’s action. Article VII Section 18 1987 Philippine Constitution   “Within forty-eight hours from the proclamation of martial law or the suspension of the privilege of the writ of habeas corpus, the President shall submit a report in person or in writing to the Congress.”   03-Feb-26
