Under what conditions can the President proclaim martial law?

  The President can place the Philippines or any part of it under martial law in specific circumstances. This is only allowed in cases of actual invasion or rebellion. Additionally, the proclamation must be required by the necessity of public safety. The initial period for such a proclamation cannot exceed sixty days. Article VII Section 18 1987 Philippine Constitution   “In case of invasion or rebellion, when the public safety requires it, he may, for a period not exceeding sixty days, suspend the privilege of the writ of habeas corpus or place the Philippines or any part thereof under martial law.”   03-Feb-26
