What happens if the Cabinet declares the President is unable to discharge their duties?
A majority of the Cabinet may decide that the President is incapacitated even if the President does not admit it. They must send a written declaration of this fact to the President of the Senate and the Speaker of the House. Once this is received, the Vice-President immediately assumes the duties as Acting President. This provides a check if the leader is truly unable to govern but refuses to step aside.
