What does “communication to the public” mean?
This term refers to any communication that allows the public to access a work, including broadcasting and satellite retransmission. Section 171.3 Intellectual Property Code of the Philippines explains that it includes making works available via wire or wireless means. This allows members of the public to access the works from places and times they individually choose.
