How is a “computer program” defined?

  A computer program consists of a set of instructions expressed in words, codes, or schemes. Section 171.4 Intellectual Property Code of the Philippines states that these instructions are capable of causing a computer to perform a specific task. To be functional, the program must be incorporated into a medium that the computer can read. It is protected as a literary work under the law.   “171.4. A ‘computer’ is an electronic or similar device having information-processing capabilities, and a ‘computer program’ is a set of instructions expressed in words, codes, schemes or in any other form, which is capable when incorporated in a medium that the computer can read, or causing the computer to perform or achieve a particular task or result;”   January 7, 2026
