Under what circumstances can the right to travel be impaired?

The right to travel is a protected liberty that allows citizens to move freely. However, this right may be limited in the interest of national security or public safety. It can also be restricted for reasons of public health as may be provided by law. According to Article III Section 6 1987 Philippine Constitution, the liberty of abode also cannot be changed except by lawful order of the court.   “SECTION 6. The liberty of abode and of changing the same within the limits prescribed by law shall not be impaired except upon lawful order of the court. Neither shall the right to travel be impaired except in the interest of national security, public safety, or public health, as may be provided by law.”   28-Jan-26
