Do citizens have a right to access official government records?
The right of the people to information on matters of public concern is explicitly recognized by the state. This includes access to official records, documents, and papers pertaining to official acts or transactions. Government research data used for policy development must also be made available to the citizens. As stated in Article III Section 7 1987 Philippine Constitution, this access is subject to certain limitations provided by law. “SECTION 7.
