Any interested person may petition for cancellation on specific substantive grounds. Section 61.1, Intellectual Property Code of the Philippines, allows cancellation of the patent or any claim if: what is claimed is not new or patentable; the patent does not disclose the invention sufficiently clearly and completely for a skilled person to carry it out; or the patent is contrary to public order or morality.
