How are learners specifically defined under the existing labor regulations?

The law meticulously distinguishes learners from apprentices based on the nature of the occupation and the overall duration of training. Learners are specifically defined as persons hired as trainees in semi-skilled and other industrial occupations which are fundamentally non-apprenticeable. Furthermore, these are occupations that can be adequately learned through practical training on the job in a relatively short period of time. This clear statutory definition of learners is found in Article 73 Labor Code of the Philippines. “ART. 73. Learners Defined. – Learners are persons hired as trainees in semi-skilled and other industrial occupations which are non-apprenticeable and which may be learned through practical training on the job in a relatively short period of time…” 31-May-26
