Can the special leave for women be accumulated or converted to cash?

The special leave for women is strictly non-cumulative and non-convertible to cash. This means an employee cannot save up unused leave days to use in subsequent years or ask for their cash equivalent. However, the law under Republic Act No. 9710 allows an exception if otherwise provided by a Collective Bargaining Agreement (CBA).
