Can the procedural rules promulgated by a Constitutional Commission alter substantive rights?
The rule-making power of the Constitutional Commissions is not absolute and has clear boundaries. Any rules they promulgate cannot diminish, increase, or in any way modify substantive rights. Their rule-making authority is strictly confined to matters of procedure and administrative practice.
