Any consul-general, consul, or vice-consul may officially solemnize a marriage strictly between Filipino citizens,. They are perfectly empowered to perform the standard duties of the local civil registrar and the solemnizing officer. This specific functional authorization for consular officials is stated in Article 7 Family Code of the Philippines. “Art. 7.
