Who must concur for the President to grant amnesty?

  Amnesty is a broader form of pardon that usually applies to groups of people for political offenses. For the President to grant amnesty, they need the support of the legislative branch. Specifically, a majority of all the Members of Congress must concur with the grant. This shared power ensures that such significant acts of grace have broad political support. Article VII Section 19 1987 Philippine Constitution   “He shall also have the power to grant amnesty with the concurrence of a majority of all the Members of the Congress.”   03-Feb-26
