What clemency powers does the President possess?
The President has the authority to grant various forms of legal relief to convicted individuals. This includes the power to grant reprieves, commutations, and full pardons. They can also remit fines and forfeitures after a final judgment has been made. However, these powers cannot be used in cases involving impeachment. Article VII Section 19 1987 Philippine Constitution “SECTION 19. Except in cases of impeachment, or as otherwise provided in this Constitution, the President may grant reprieves, commutations and pardons, and remit fines and forfeitures, after conviction by final judgment.” 03-Feb-26About Nicolas and De Vega Law Offices
