Who has the authority to canvass the votes for the President and Vice-President?
The duty of counting and verifying the national votes belongs to the legislative branch. Congress meets in a joint public session to perform this constitutional task. The Senate President opens the certificates in the presence of both Houses. Upon determining authenticity, the Congress canvasses the votes to identify the winners. Article VII Section 4 1987 Philippine Constitution “Upon receipt of the certificates of canvass, the President of the Senate shall, not later than thirty days after the day of the election, open all certificates in the presence of the Senate and the House of Representatives in joint public session, and the Congress, upon determination of the authenticity and due execution thereof in the manner provided by law, canvass the votes.” 03-Feb-26About Nicolas and De Vega Law Offices
