How is a tie resolved if two candidates for President receive the highest equal number of votes?
In the rare event of a tie between candidates, the Constitution provides a clear tie-breaking mechanism. The responsibility to choose the winner shifts to the members of Congress. Both Houses must vote separately to select one of the tied candidates. A majority vote of all the Members is required to proclaim the winner.
