When is a run-off election conducted?
A run-off election is absolutely necessary when multiple unions divide the vote, and no clear winner instantly emerges. It happens when an election provides for three or more choices and results in no choice receiving a majority of the valid votes cast. The run-off is then exclusively conducted between the labor unions receiving the two highest numbers of valid votes.
