When can the privilege of the writ of habeas corpus be suspended?

The privilege of the writ of habeas corpus is a vital safeguard for personal liberty. It shall not be suspended except in very specific and extreme cases like invasion or rebellion. The suspension is only permitted when the public safety urgently requires it. According to Article III Section 15 1987 Philippine Constitution, this privilege is protected from arbitrary suspension by the government.   “SECTION 15. The privilege of the writ of habeas corpus shall not be suspended except in cases of invasion or rebellion when the public safety requires it.”   28-Jan-26
