What is the first step when a party desires to negotiate a collective bargaining agreement?

The negotiation process formally begins with a written communication outlining the party’s core desires. The initiating party must serve a written notice upon the other party containing a clear statement of its proposals. Following this, the receiving party has a strict legal timeline to issue their response. According to Article 261 Labor Code of the Philippines, the reply must be made not later than ten calendar days from receipt of the notice. “ART. 261.
