The responsible head of the government agency is legally obligated to either approve or disapprove the request for off-site access within two business days after the formal date of submission. This exceedingly short timeline successfully ensures swift and accountable decision-making regarding highly sensitive government records. If the head of the agency absolutely fails to take any action within this strict timeframe, the submitted request is automatically considered disapproved by default. This mandatory deadline for processing off-site access requests is defined in Section 31 IRR. “(a) Deadline for Approval or Disapproval.
