What actions constitute Usurpation of legislative powers by a public officer?

A public officer commits the crime of Usurpation of legislative powers by encroaching upon the authority vested in the legislative branch of the Government (Article 239, Revised Penal Code). This encroachment can manifest in two specific ways, namely by making general rules or regulations that exceed the scope of the officer’s designated authority. Alternatively, the offense is committed if the officer attempts to repeal a law or seeks to suspend the execution thereof, actions inherently reserved for the legislature.
