To whom should an appeal regarding an apprenticeship violation decision be directed?

The appellate process for disputes involving apprenticeship agreements is clearly defined within the administrative framework of the labor department. When a lower authorized agency makes a decision, it cannot be appealed to just any regular court or official immediately. The aggrieved person must direct their appeal specifically and directly to the Secretary of Labor and Employment. This administrative hierarchy and proper appellate procedure are mandated by Article 66 Labor Code of the Philippines. “ART. 66. Appeal to the Secretary of Labor and Employment. – The decision of the authorized agency of the Department of Labor and Employment may be appealed by any aggrieved person to the Secretary of Labor and Employment…” 31-May-26
