How should prisoners and detainees be treated?
The use of physical, psychological, or degrading punishment against any prisoner or detainee is against the law. Substandard or inadequate penal facilities that create subhuman conditions are also prohibited. The law is tasked with dealing with these issues to ensure humane treatment in jails.
