How are the Members of the Supreme Court and lower courts appointed?

The appointment process for the Judiciary is designed to limit political influence by relying on a vetted shortlist. Members of the Supreme Court and judges of lower courts shall be appointed by the President from a list of at least three nominees prepared by the Judicial and Bar Council for every vacancy. Notably, such appointments made by the President need no confirmation from the Commission on Appointments. This appointment mechanism is defined in Article VIII Section 9 1987 Philippine Constitution. “SECTION 9. The Members of the Supreme Court and judges of lower courts shall be appointed by the President from a list of at least three nominees prepared by the Judicial and Bar Council for every vacancy.
