How are disabled and illiterate voters assisted?
Congress is tasked with designing a procedure that allows disabled and illiterate individuals to vote without assistance. Until such a system is in place, they are allowed to vote under existing laws and rules. The Commission on Elections must ensure that the secrecy of their ballot is always protected. According to Article V Section 2 1987 Philippine Constitution, these citizens must be accommodated. “The Congress shall also design a procedure for the disabled and the illiterates to vote without the assistance of other persons.
