Can the President appoint relatives to government positions?

  There are specific anti-nepotism rules that apply during the President’s tenure. The President’s spouse and close relatives cannot be appointed to high-level government roles. This prohibition covers relatives within the fourth civil degree of consanguinity or affinity. These roles include heads of bureaus, constitutional commissions, and the Office of the Ombudsman. Article VII Section 13 1987 Philippine Constitution   “The spouse and relatives by consanguinity or affinity within the fourth civil degree of the President shall not during his tenure be appointed as members of the Constitutional Commissions, or the Office of the Ombudsman, or as Secretaries, Undersecretaries, chairmen or heads of bureaus…”   03-Feb-26
