Can an employment agency strictly charge a placement fee before a worker actually finds valid employment?

Innocent workers are fiercely protected from highly predatory, premature fee collections by recruiters. An active agency absolutely cannot legally demand upfront payment completely prematurely. Any person applying for employment assistance shall never be illegally charged any fee until he has successfully obtained employment. This massive protective legal measure is clearly found in Article 32 Labor Code of the Philippines. “ART. 32. Fees to be Paid by Workers. – Any person applying with a private fee-charging employment agency for employment assistance shall not be charged any fee until he has obtained employment…” 30-May-26
