Are employers of household helpers covered by Presidential Decree No. 851?

Originally, employers of household helpers and persons in the personal service of another were exempt under Presidential Decree No. 851. However, a subsequent law changed this legal standard. Under Section 25 of Republic Act No. 10361, also known as the “Batas Kasambahay,” a domestic worker is now legally entitled to thirteenth-month pay. Consequently, household helpers currently receive this mandatory benefit just like standard private-sector employees. 17-May-26
