Are civil service employees permitted to engage in partisan political campaigns?
The political neutrality of the civil service is strictly enforced by the fundamental law. No officer or employee in the civil service is legally allowed to engage in any electioneering. They are also absolutely prohibited from participating, either directly or indirectly, in any partisan political campaign. This ban on political activity is strictly mandated by Article IX, B, Section 2 1987 Philippine Constitution. “(4) No officer or employee in the civil service shall engage, directly or indirectly, in any electioneering or partisan political campaign.” 06-Mar-26About Nicolas and De Vega Law Offices
