Who is the designated official responsible for issuing a marriage license?

A valid marriage license is a strict formal requisite that absolutely must be obtained legally before the marriage ceremony,. The license shall be properly issued explicitly by the local civil registrar of the specific city or municipality. It must logically be issued strictly in the locality where either contracting party habitually and primarily resides. This strict locational requirement strictly applies except in marriages where no license is required, as stated in Article 9 Family Code of the Philippines. “Art. 9.
