Who can be removed by impeachment?
Art. XI, Sec. 2 of the 1987 Constitution enumerates the following government officials who can be removed by impeachment:
1. President
2. Vice- President
3. Justices of the Supreme Court
4. Members of the Constitutional Commissions (Commission on Elections, Commission on Audit and the Civil Service Commission)
5. Ombudsman
All other public officers and employees may be removed from office as provided by law, but NOT by impeachment.
