Who are covered by the right to self-organization?

All persons employed in commercial, industrial, and agricultural enterprises have the inherent right to self-organization. This includes individuals working in religious, charitable, medical, or educational institutions, regardless of whether they operate for profit or not. Furthermore, ambulant, intermittent, and itinerant workers, as well as self-employed people and rural workers, are also entitled to form labor organizations. This right is expressly guaranteed under Article 253 Labor Code of the Philippines to ensure mutual aid and protection for all types of workers. “ART. 253. Coverage and Employees’ Right to Self-Organization. – All persons employed in commercial, industrial and agricultural enterprises and in religious, charitable, medical, or educational institutions, whether operating for profit or not, shall have the right to self-organization and to form, join, or assist labor organizations of their own choosing for purposes of collective bargaining.
