Who acts as President if both the President and Vice-President are not chosen or fail to qualify?

  There are extreme cases where neither of the top two elected officials can assume office. In this event, the Constitution looks to the legislative leadership for a temporary replacement. The President of the Senate shall act as President of the country. If the Senate President is unable to serve, the Speaker of the House of Representatives takes the role. Article VII Section 7 1987 Philippine Constitution   “Where no President and Vice-President shall have been chosen or shall have qualified, or where both shall have died or become permanently disabled, the President of the Senate or, in case of his inability, the Speaker of the House of Representatives shall act as President until a President or a Vice-President shall have been chosen and qualified.”   03-Feb-26
