Who acts as President if both the President and Vice-President are not chosen or fail to qualify?
There are extreme cases where neither of the top two elected officials can assume office. In this event, the Constitution looks to the legislative leadership for a temporary replacement. The President of the Senate shall act as President of the country. If the Senate President is unable to serve, the Speaker of the House of Representatives takes the role.
