  Where is legislative power vested?   The legislative power of the Republic of the Philippines is formally vested in the Congress. This governing body consists of two chambers, specifically the Senate and the House of Representatives. However, this power is not absolute as some legislative authority is reserved to the people through the systems of initiative and referendum. This distribution of power is clearly defined under Article VI, Section 1 1987 Philippine Constitution.   “SECTION 1. The legislative power shall be vested in the Congress of the Philippines which shall consist of a Senate and a House of Representatives, except to the extent reserved to the people by the provision on initiative and referendum.”   01-Feb-26
