  What power does each House have over its own members’ behavior?   Each House may determine its own rules of proceedings and punish members for disorderly behavior. With a two-thirds vote of all its members, a House can suspend or even expel a member. However, any penalty of suspension must not exceed sixty days. This disciplinary authority is established in Article VI, Section 16 3 1987 Philippine Constitution.   “(3) Each House may determine the rules of its proceedings, punish its Members for disorderly behavior, and, with the concurrence of two-thirds of all its Members, suspend or expel a Member. A penalty of suspension, when imposed, shall not exceed sixty days.”   01-Feb-26
