What is the role of parents in rearing the youth?
Parents have the natural and primary right and duty to rear their children. This responsibility focuses on developing moral character and civic efficiency in the youth. The government is required to support parents in fulfilling this essential role. Article II, Section 12 1987 Philippine Constitution affirms this parental authority and government support. “SECTION 12. The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from conception.
