What is the relationship between civilian and military authority?

In the Philippines, civilian authority is established as supreme over the military at all times. This ensures that the military remains subservient to the democratic will of the people. The Armed Forces function as the protector of both the people and the State. Article II, Section 3 1987 Philippine Constitution mandates this hierarchy to secure the sovereignty of the nation.   “SECTION 3. Civilian authority is, at all times, supreme over the military. The Armed Forces of the Philippines is the protector of the people and the State. Its goal is to secure the sovereignty of the State and the integrity of the national territory.”   30-Jan-26
