What is the political relationship between highly urbanized cities and the province where they are geographically located? Highly urbanized cities operate entirely independently of the province where they are physically or geographically situated. Because of their uniquely independent status, their residents are generally not involved in the political electoral affairs of the provincial government. This means they robustly operate with full autonomy from any provincial supervision, taxation, and administration.
