  What is the minimum population for a city or province to have a representative?   To be entitled to at least one representative, a city or province must meet a population threshold. Each city with a population of at least two hundred fifty thousand is entitled to a representative. Similarly, each province, regardless of its total population, shall have at least one representative. This requirement is stated in Article VI, Section 5 3 1987 Philippine Constitution.   “Each city with a population of at least two hundred fifty thousand, or each province, shall have at least one representative.”   01-Feb-26
