  What is the literacy requirement for Senators?   Every person seeking election to the Senate must possess the ability to read and write. This basic educational requirement is intended to ensure they can perform legislative duties effectively. It is a mandatory qualification alongside age and citizenship. This rule is established in Article VI, Section 3 1987 Philippine Constitution.   “SECTION 3. No person shall be a Senator unless he is a natural-born citizen of the Philippines, and, on the day of the election, is at least thirty-five years of age, able to read and write, a registered voter, and a resident of the Philippines for not less than two years immediately preceding the day of the election.”   01-Feb-26
