  The President is the primary architect of foreign policy, but the legislature must approve international agreements. No treaty or international agreement is valid unless the Senate gives its consent. At least two-thirds of all the Members of the Senate must concur in the agreement. This ensures that the nation’s international commitments undergo rigorous legislative scrutiny. Article VII Section 21 1987 Philippine Constitution   “SECTION 21. No treaty or international agreement shall be valid and effective unless concurred in by at least two-thirds of all the Members of the Senate.”   03-Feb-26
