  The State is mandated to pursue a foreign policy that is independent from outside control. Relations with other nations must prioritize the sovereignty and territorial integrity of the Philippines. National interest and the right to self-determination are also paramount considerations. Article II, Section 7 1987 Philippine Constitution serves as the guide for all international interactions.   “SECTION 7. The State shall pursue an independent foreign policy.
